What is Consumer Directed Services?

Consumer Directed Services (CDS) is a Missouri Medicaid (MO HealthNet) program that keeps care at home, provided by someone the family already knows and trusts, instead of a stranger from an agency. ProVcare Home Care is the fiscal intermediary: we help the family hire their caregiver, then take care of the payroll, training, and paperwork.

How it works

Getting started is simple

Four steps from your first call to care at home, and we’re honest about the one part we don’t control.

    Reach out

    Call us or fill out the eligibility form. We do a quick pre-screening to check the basics with you.

  2. 2

    State assessment

    If your family pre-qualifies, Missouri's Department of Health and Senior Services schedules an in-home visit to set the approved care hours.

    This step is run by the state, not ProVcare Home Care, and usually takes about 2-4 weeks.

  3. 3

    Choose the caregiver

    The person receiving care chooses a trusted relative, friend, or neighbor. ProVcare Home Care handles the background check, enrollment paperwork, and required orientation.

    Care begins at home

    The caregiver gets to work. ProVcare Home Care manages timekeeping, payroll, and taxes so your family can focus on care.

Know the difference

MO HealthNet or Medicare?

Families mix these up all the time. Here’s the plain-language difference, and it matters for CDS.

MO HealthNet (Missouri Medicaid)

This is the program that funds Consumer Directed Services. If the person who needs care has MO HealthNet, Missouri’s Medicaid program, the family may be eligible for CDS.

Can qualify for CDS

Medicare

Medicare is a separate, federal program. On its own, Medicare does not cover the CDS program, so having Medicare alone is not enough to qualify.

Not enough on its own

ProVcare Home Care is a Missouri-licensed Consumer Directed Services fiscal intermediary based in Clinton, Missouri. We were founded in 2024 and are led by a CEO with 17+ years of experience in home care.

Our job is to make CDS simpler for Missouri families. As your family’s fiscal intermediary, we manage payroll, background checks, Electronic Visit Verification, taxes, and state reporting, so care stays in the family, and the paperwork stays with us.

Who is eligible for Consumer Directed Services in Missouri?
If the person who needs care has Missouri Medicaid (MO HealthNet) and needs help with everyday tasks, they may qualify. A state assessment makes the final determination.
Can a family member be the paid caregiver?
Yes. Through CDS, the person receiving care can choose a relative (except a spouse), a friend, or a neighbor to be their paid caregiver.
Does the CDS program cost the family anything?
No. CDS is funded by Missouri Medicaid (MO HealthNet), so there are no out-of-pocket costs or premiums for the authorized services.
Does ProVcare Home Care pay the caregiver directly?
Yes. We manage payroll, taxes, and training, so your family doesn't have to worry about the paperwork.
How long does it take to get started?
After a quick pre-screening, the state schedules an in-home assessment. That assessment is run by Missouri, not ProVcare Home Care, and usually takes about 2-4 weeks.
What's the difference between CDS and traditional home care?
With CDS, the family is in the driver's seat: you choose, hire, and direct the caregiver. Traditional home care assigns an agency's staff, giving the family less say in who provides care.
What if the family has Medicare, not Medicaid?
